To disable the use of /fly in a particular world. You can list disabled worlds like this.

disabled-worlds: 
  - world
  - world_nether

Here, we've deactivated the use of fly in the worlds listed above (compatible with plugins that manage worlds).

Multiverse is highly recommended.
